The programme offered by the institution to be certified must be designed, equipped and implemented in such a way that it actually enables (prospective) nursing professionals from abroad to access the German labour market. In this respect, it must impart in an appropriate, coherent and efficient manner those qualifications that are necessary for the recognition or admission of (prospective) nursing professionals in Germany.
Written documentation of business conduct for the purposes of reliability and transparency
Training and study contracts, general terms and conditions, conditions for admission to a programme and practical training periods, as well as for the successful completion of a qualification measure, curricula, training and examination regulations, and other relevant information for (prospective) nursing professionals must be recorded in writing.
Free training and qualification
The obligation to comply with the employer pays principle ensures that employers cover the costs of training, qualification and adaptation measures required for (prospective) nursing staff to access the German labour market. In the event that an employer is only found later or a match is made, the certifying institution must pay in advance. This principle prevents (prospective) nursing staff from getting into financial difficulties and coming under pressure as a result of qualifying for the German labour market and migrating to Germany for work.
Transparency regarding structures, services, obligations and costs
All parties involved in the process of training and qualifying (prospective) nursing staff from abroad for the German labour market must be able to make confident, responsible and fully informed decisions at all times and be treated as equal partners. This can be achieved by presenting the expected course of the training, qualification and adaptation measures, including the preliminary selection procedures and the accompanying and subsequent support and onboarding measures, as well as any costs that may arise, to all parties involved in a transparent manner from the outset.
Sustainability and participation
Measures that support (prospective) nursing professionals on their way into the German labour market and integration concepts that also involve future employers at an early stage contribute to sustainable recruitment. Furthermore, the sustainable recruitment of (prospective) nursing professionals from abroad is generally only successful if the mutual expectations of those involved, as well as those of the German nursing market as a whole, are clarified at an early stage.
Overall responsibility of all parties involved
All parties involved should be aware that the labour migration of (prospective) nursing staff from abroad to the German nursing market entails a great deal of responsibility. Therefore, the institutions to be certified should not view the task of training and qualifying the persons concerned merely as one of imparting technical and language skills, but should take a holistic approach.
